Virginia Pilot Sentenced for Falsifying Aircraft Maintenance Records

January 31, 2011

Summary

On January 31, 2011, Dennis L. Harrup III, an FAA-licensed pilot and owner/operator of Central Virginia Aviation, Inc., was charged, convicted, and sentenced in U.S. District Court Richmond, Virginia, to 30 days incarceration followed by a 12 month period of supervised release for the falsification of aircraft maintenance records.

Mr. Harrup's company, CVA, provides aircraft sales, charter service, aircraft maintenance, and aircraft management to the public.  Mr. Harrup sold a Beech aircraft and led the buyer to believe that the annual airworthiness inspection for the aircraft had been completed.  Upon delivery, the aircraft did not contain the FAA mandated aircraft maintenance records.  Mr. Harrup assured the buyer that the annual airworthiness inspection had been done and instructed the Director of Maintenance at CVA to create false maintenance record entries showing that the annual inspections were completed by a former CVA aircraft mechanic.  Mr. Harrup eventually delivered the aircraft maintenance records containing the fraudulent entries.

This investigation was conducted jointly with the Federal Aviation Administration.
