FEDERAL LABOR RELATIONS PROGRAM

Title VII of the Civil Service Reform Act of 1978 (CSRA), established into law a system for Federal employees to form, join, or assist any labor organization, or to refrain from any such activity, freely and without fear of penalty or reprisal. Once formed, these labor organizations exclusively represent the bargaining unit employees in all matters affecting their working conditions. This portion of the CSRA (Chapter 71 of Title 5 of the U.S. Code) is referred to as the Federal Service Labor-Management Relations Statute (the Statute.) Fort Hood has a Partnership Council which was formed in March of 1994 and is co-chaired by the Garrison Commander and President of the American Federation of Government Employees (AFGE), Local 1920. It is composed of 17 union officials and 17 management officials. The Council meets monthly to address items of mutual concern affecting the bargaining unit employees of Fort Hood. Our motto is "Working Together Works". In addition, Carl R. Darnall Army Medical Center (CRDAMC) has a partnership council.

Bargaining Unit

The majority of civilian employees at Fort Hood are represented by the American Federation of Government Employees (AFGE), Local 1920. The bargaining unit is composed of eligible employees of III Corps and Fort Hood, CRDAMC, DENTAC, and OTC. Excluded from the unit are management officials, supervisors, professional employees, employees engaged in federal personnel work in other than a purely clerical capacity, temporary employees with 1 year or less remaining on their current appointment, and employees engaged in certain types of intelligence, investigative, or security work.
