  • Diplomatic Passports

    Diplomatic Passports

    • It is strongly recommended that you apply for your diplomatic passport at the Special Issuance Agency (SIA) in Washington, DC.  The processing time is significantly faster if you apply at SIA.  State Department employees can learn more about applying for diplomatic passports for themselves and family members on the Consular Affairs Intranet.

If you must apply for a diplomatic passport in Afghanistan, please follow the steps below.

      1. Complete the appropriate form for the service required.  You can access forms for all passport services through the Passport Application Wizard including forms for renewal passports, adding pages, and reporting a lost or stolen passport.  Print your completed application.  There are no fees for diplomatic passport services.  If you have a valid passport (tourist or diplomatic), you should complete the passport renewal form.  For passport renewals, you must bring a valid passport to the appointment.  The ACS Unit does not take passport photos (Embassy staff may contact GSO Travel for assistance).

      2. Attach a copy of your most recent travel or assignment orders.

      3. Attach a completed Diplomatic Passport Information Form.

      4. For USAID employees ONLY, attach a completed 5-255 “Authorized Diplomatic or Official Passport Request.”

      5. If you would like to make an expedite request to SIA, please include a memo addressed to SIA that clearly explains the rationale for the expedite request.  The ACS Unit does not play a role in SIA’s decision regarding your expedite request.

      6. Clients may make an appointment through the online Appointment System. Appointments are available Sunday through Thursday, except for U.S. and Afghan holidays.  You must print your appointment confirmation and bring it and a form of government-issued photo identification with you to your appointment.  If you work at the U.S. Embassy, you may also choose to drop off your diplomatic passport application at the Consular Customer Service Window in the Old Chancery from 1-3pm on Monday and Thursday afternoons.

      7. The ACS Unit will express mail your complete application to SIA.  It will take about 6-12 weeks for SIA to process your diplomatic passport renewal.  Please keep in mind that many countries require passports to be valid for at least 6 months for exit and entry.  The ACS Unit processes applications for additional passport pages locally and in most cases the wait time is 3 business days.
