The U.S. Department of Housing and Urban Development (HUD) is the federal agency responsible for national policy and programs that address the country’s housing needs. HUD is a pivotal USICH partner in the effort to prevent and end homelessness. Through HUD’s targeted homeless programs, its mainstream housing and community development programs, and collaboration with both the Department of Veterans Affairs and the Department of Health and Human Services, HUD works to house the most vulnerable of the nation’s population while supporting community growth.
HUD currently manages targeted programs that directly address homelessness, some of which are competitively funded and some of which are funded by formula. The passage of the Homeless Emergency and Rapid Transition to Housing (HEARTH) Act in May 2009 reauthorized the McKinney‐Vento Homeless Assistance Act with substantial changes, including a consolidation of three targeted “Legacy” programs into the Continuum of Care Program. The three programs that were consolidated were the Supportive Housing Program, Shelter + Care, and the Section 8 Moderate Rehabilitation for Single Room Occupancy Dwelling programs. HUD published the Continuum of Care (CoC) Program interim rule in the Federal Register on July 31, 2012. This interim rule, which became effective August 30, 2012, establishes the regulations for the new Continuum of Care (CoC) Program and focuses on regulatory implementation of the Continuum of Care Program, including the Continuum of Care planning process. The Continuum of Care program began in Fiscal Year 2012, with the Notice of Funding Availability published in November 2012. (For more information on HEARTH implementation, visit the HUDHRE.)
USICH released a newsletter on the HEARTH Act and what it means specifically for those applying for Continuum of Care funding, HEARTH and Your Community.
The HEARTH Act also authorized the establishment of the Emergency Solutions Grant (ESG) program, a formula-funded program that replaced the Emergency Shelter Grant Program. The new ESG program includes an increase in flexibility for jurisdictions to continue their successful prevention and rapid re-housing programs initiated by the Recovery Act-funded Homelessness Prevention and Rapid Rehousing Program and to broaden their existing emergency shelter and homelessness prevention activities. In addition, the HEARTH Act also authorized the Rural Housing Stability Assistance program to replace the Rural Homelessness Grant program. HEARTH Implementation has taken a phased-in approach: in January 2011 the Emergency Solutions Grant program was implemented with an interim rule. In FY 2012, the consolidated Continuum of Care program and Rural Housing Stability Program will begin with their grant competitions.
In addition to these five programs, HUD operates two additional targeted programs in collaboration with other Federal agencies. The HUD-VASH program pairs HUD housing choice vouchers with supportive services provided by the Department of Veterans Affairs, and the Base Realignment and Closure program is administered jointly with the Department of Defense to offer local homeless assistance providers the opportunity to use buildings and other resources on former military bases to provide housing and services.
