POSITION TITLE:                           COMPUTER MANAGEMENT ASSISTANT, FSN-7

MAJOR DUTIES:  Under the general supervision of the CDC/CAR Program Director and the Deputy Director in Almaty, the incumbent provides Information Technology (IT) technical support for CDC/CAR Almaty office: 1) serves as the IT Administrator of the CDC Almaty LAN and wireless networks;  2) provides customers IT training/support service, diagnoses, analyses and resolves problems in response to customer reported incidents;  3) identifies, evaluates, and recommends implementation of new information technologies;  4) installs, configures, troubleshoots, and maintains hardware and software, and provides user support; 5) maintains inventory of hardware and software; license software, records usage and ensures software licenses are adhered to;  6) maintains the network system, configures servers, hubs, routers, and switches; monitors network/server capacity and performance; diagnoses and resolves problems;  7) develops backup and recovery procedures; and upgrades network/server operating systems software;  8) responsible for systems administration - creates, modifies, and manages user accounts, network rights, and access to systems and equipment; installs, troubleshoots, and maintains systems software/hardware; ensures systems availability, functionality, integrity, and efficiency; and implements security procedures and tools; 9) provides support for the Field Epidemiology Training Program including conducting IT training for participants and maintenance of IT network systems ensuring internet connectivity and computer security; 10) provides IT Customer Service, Network & Server Services, and System Administration for the CDC/CAR offices in Tashkent, Uzbekistan, Bishkek, Kyrgyzstan, and Dushanbe, Tajikistan;  11) performs other duties as assigned.

MINIMUM QUALIFICATIONS/SELECTION CRITERIA:

- Education, skills and experience (60%):  University degree related to Information Technology, Computer Science or equivalent minimum five years’ experience in combined computer systems administration and operations.  Minimum five years of progressively responsible work experience in hardware installation and support from Desktop/Laptops to Enterprise level, Systems software design, installation, management and support for Microsoft products, installation and support for local area network, disaster recovery planning, and troubleshooting resources.  Thorough knowledge of IT concepts, principles, methods, quality-control indicators for Information Technology, and how to use them to improve performance and practices, and mastery of client side operational systems (Windows XP and Windows 7, Microsoft Office, Symantec Antivirus and other Client side software). Must be available for regular travel within Central Asia. 

- Teamwork/Interpersonal and Communication Skills (20%):  Effective written and oral communications, ability to convene complex technical information to non-technical staff, tact, diplomacy and excellent interpersonal skills, ability to effectively work in a team environment and under pressure.

- Language skills (20%):  Level IV (Fluent) English and Russian languages both oral and written.
