Home Mr. Brandon Neal, Director, OSDBU
Brandon Neal is a Senior Advisor to the US Secretary of Transportation, as the Director of the Office of Small and Disadvantaged Business Utilization (OSDBU). As a Senior Executive Service (SES) member and a part of DOT’s Key Leadership Team, he provides direction on opportunities for Small and Disadvantaged Businesses to participate in DOT’s contracting process. He is responsible for ensuring that Small Businesses are treated fairly and have an opportunity to compete and be selected for a fair amount of the agency's contracting and subcontracting dollars. He works directly with Small Businesses (SB), Small Disadvantaged Businesses (SDB), 8(a) firms, Woman-Owned Businesses (WOB), Historically Underutilized Business Zone (HUB Zone) Businesses, Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Disadvantaged Business Enterprises (DBE). He Chairs the Department’s Disadvantaged Business Enterprise (DBE) Taskforce. The DBE Taskforce is an internal entity comprised of DOT’s Senior Leadership. The Taskforce is designed to create oversight, accountability, and enforcement for the Department’s small/minority-owned business efforts. He also serves on the DOT Credit Council and Short Term Loan Lending Program Board, as well as, the White House Interagency Task Force on Federal Contracting Opportunities for Small Businesses, Strategic Acquisition Council, Small Business Advisory Procurement Council, Federal Office of Small and Disadvantaged Business Utilization Directors’ Interagency Council, Inaugural International Policy Committee, and Veteran Small Business Council. He is also instrumental in DOT receiving an ‘A’ rating from the Small Business Administration (SBA) in successfully reaching its small business goals under this Administration, as well as, receiving SBA’s distinguished Gold Star Award, the creation of the DOT Women Girls Entrepreneurial Internship Program, the Annual National Small Business Summit, the Bonding Education Program, the expansion of the Small Business Transportation Resource Centers (SBTRCS) across the country, and for broadening DOT’s small business efforts through national programs, outreach, marketing, and match-making sessions. Prior to his appointment, Brandon was the Finance Director for African-American Affairs at the Obama for America (OFA) Headquarters in Chicago. He was responsible for raising money from business and minority leaders from across the country. He was also the liaison between CEOs of small and large businesses and worked closely with the members of the National Finance Committee (NFC), consisting of 300 CEOs and senior executives of small and large businesses. Prior to the Obama campaign, Brandon served at the Democratic Governors Association (DGA), under the leadership of Health and Human Services Secretary, Kathleen Sebelius in Washington, DC. He was the Deputy Political Director and was promoted to Director of External Affairs. He was responsible for serving as the liaison and articulating DGA’s messages to external minority groups and disadvantaged communities. He was also instrumental in the successful win of the 28 Democratic Governors during the 2006 Election Cycle. Formally, Brandon served as the youngest member of the senior leadership at the National Association for the Advancement of Colored People (NAACP) in Baltimore, MD. He was a National Director and was responsible for developing, training and implementing an advocacy agenda for over 70,000 members in the US, Germany, and Japan. With experience in public service, national political and civic experience, Brandon has spent his adulthood in the DC Metropolitan area. He holds a BA from Howard University and a MPA from the School of Public Affairs at The American University. |
