Reform initiatives are generally of three types: resolution—“direct managerial influence over system behavior”; reinvestment—“financial incentives to change system behavior”; and realignment—“organizational and structural modifications to alter system behavior.” While all three can be effective, realignment appears to be the best strategy for long term sustainability.
