Associate Director
Keith O’Neill is the Associate Director who came to the Acquisition Services Directorate (AQD) from the U.S. Coast Guard. Keith brings a breadth of leadership experience to IBC and a track record of major accomplishments at several agencies, including DOT, NTSB, USPS, and USCG.

Keith rose quickly from contract specialist at the Department of Transportation, Research and Special Programs Administration, taking on additional duties, including procurement policy analyst, purchase card coordinator, and small business liaison. A few years later he accepted a position as economist, and later market analyst, at the U.S. Postal Service. Keith was one of the developers of the “Flat Rate Box” now in use for Priority Mail.

Keith then returned to DOT as a contracting officer and senior procurement policy analyst, assisting with major acquisitions and serving as competitive sourcing coordinator. He successfully conducted DOT’s first streamlined competitions and achieved a “Green” rating for the Presidential Management Competitive Sourcing Initiative.

Keith served at the National Transportation Safety Board as senior contracting officer, then as both the Head of the Contracting Activity and chief of the Acquisition Division. He established the agency’s first acquisition office and his division received the highest customer service satisfaction scores (95%) of all NTSB administrative offices.

In his most recent role, as chief of the Procurement Policy and Oversight Division at the U.S. Coast Guard, Keith’s responsibilities included oversight of acquisition plans, competition and small business advocacy, cost and pricing, internal controls and oversight, purchase card management (over 5,000 cards) and liaison to all 48 contracting offices. In that role, he led the development of standardized policies and procedures and was instrumental in modernizing the contracting function for the Coast Guard.

Keith earned his undergraduate degree in Economics from George Mason University and his Masters in Business Administration from George Washington University. He lives in Leesburg, Virginia, with his wife and two sons.

Bill Archambeault is the Chief Operating Officer who came to the Acquisition Services Directorate (AQD) from the GSA GWAC Enterprise Center in San Diego, CA. He specialized in the procurement of Information Technology services and has a strong technical background in both the Contracting and Information Technology fields. After 12 years of active duty with the Navy (submarines), Bill entered the contracting field as an Acquisition Intern with the Fleet & Industrial Supply Center. He holds a Masters of Business Administration from the University of Phoenix, a Master of Science in Software Engineering from National University in San Diego, and a Master’s Certificate in Project Management from George Washington University.

Katherine is Chief of Acquisition Management I at the Acquisition Services Directorate, Herndon. She has over 23 years experience as a Federal Contracting Officer with a heavy concentration in the field of Information Technology. Published in the Office of Federal Procurement Policy's "Best Practices" Katherine embraces acquisition reform and is a founding partner in establishing GovWorks. Katherine is convinced that she has the very best job in the world. When you can come into work each day and assist over 750 Federal offices in meeting their mission-critical objectives---it just doesn't get any better than that!

Dan is one of the original founders of GovWorks and serves as a Chief of Acquisition Management II Division. He is a senior Contracting Officer with over 30 years of diversified contracting experience. An expert in Information Technology, Dan has supported the acquisition and integration of large-scale computer and communications systems including some of the most enterprising and challenging projects in government. He takes pride in providing his customers with a high level of customer service while ensuring the delivery of best value to the government.

Tom is Chief of Acquisition Management III at the Acquisition Services Directorate, Sierra Vista, Arizona. Tom joined the Federal Government in 1988 after working 5 years in the private sector for the Nissan Motor Corporation. Previously, Tom worked for the Department of Defense and the Department of Energy before joining the Department of the Interior. He has served as a Contracting Officer, Procurement Analyst, Flight Chief, Policy Chief, Director of Business Operations, and now Division Chief. Tom received his MBA in 1994 and takes pride in providing customers with the highest level of support, finding solutions to business needs.
Eric Loveridge - Division Chief, Acquisition Management IV

Eric Loveridge

Division Chief, Acquisition Management IV
Eric is Chief of Acquisition Management Division IV at the Acquisition Services Directorate, Denver, Colorado. Eric comes to AQD from the Department of Homeland Security, where he worked for the Office of Selective Acquisitions and provided acquisition support to the National Cybersecurity Division. Eric began his acquisition career with the Navy’s Acquisition Intern Program, where he supported numerous customers and participated in a wide variety of specialized procurements ranging from simplified acquisitions to major systems development. Eric has also worked in the private sector as a contract administrator and as a business analyst. While employed at the MITRE Corporation he provided acquisition assistance to the FBI and to the DHS Office of Intelligence & Analysis. He earned a B.S. in Business Management and a M.B.A from Virginia Tech.
Megan Olsen - Division Chief, Policy

Megan Olsen

Division Chief, Policy and Bureau Procurement Chief
Megan is the Policy Division Chief for the Acquisition Services Directorate and the Bureau Procurement Chief for the Department of the Interior's Interior Business Center. After graduating from law school, Megan was selected into the Presidential Management Fellowship program and joined the Federal Government. Megan has worked in the acquisition field in several different capacities - as a contract specialist, a policy analyst, a compliance officer, and now, as policy chief. She has extensive knowledge in the areas of internal control, acquisition law, and appropriations law. Megan holds a Juris Doctorate from the University of Maryland School of Law and a Bachelor of Arts Degree from Virginia Polytechnic Institute and State University.
