January 19, 2011

  • Value Pricing Pilot Program Participation, Fiscal Years 2010 and 2011 (HTML, PDF 50KB) - ACTION: Notice of extension of deadline. The FHWA is extending the deadline for formal grant applications for the Value Pricing Pilot (VPP) program, which was published on October 19, 2010, at 75 FR 64397. The original deadline for formal grant applications was January 18, 2011. This notice extends the deadline by 15 calendar days to February 2, 2011.

  • Value Pricing Pilot Program Participation, Fiscal Years 2010 and 2011 (HTML, PDF 76KB) - ACTION: Notice; solicitation for participation. This notice invites States, along with their local government partners and other public authorities, to apply to participate in the Value Pricing Pilot (VPP) program and presents guidelines for program applications for fiscal years (FY) 2010 and 2011. The notice seeks applications for a variety of types of transportation pricing studies and implementation projects.

  • Interoperability Requirements, Standards, or Performance Specifications for Automated Toll Collection Systems (HTML, PDF 90KB) - ACTION: Final rule. This Rule only applies to toll facilities that receive their tolling authority from Section 1604, specifically the Value Pricing Pilot Program, the Express Lanes Demonstration Program, and the Interstate Construction Pilot Program.

  • Value Pricing Pilot Program Participation, Fiscal Years 2009 and 2010 (HTML, PDF 64KB) - ACTION: Notice; solicitation for participation. This notice invites States, along with their local government partners and other public authorities, to apply to participate in the Value Pricing Pilot (VPP) program and presents guidelines for program applications for fiscal years 2009 and 2010. Unlike with previous notices, the purpose of this notice is to seek only applications for statewide, regionwide, or areawide transportation pricing studies and for transportation pricing implementation projects that do not entail tolling roadways. This notice seeks applications for fiscal year 2009 funding, and if Congress chooses to extend Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) VPP program funding, for such funds made available in fiscal year 2010.

  • Express Lanes Demonstration Program--Performance Goals for the Texas Department of Transportation Express Lanes IH-635/IH35E and North Tarrant Express Lanes Projects (HTML, PDF 56KB) - ACTION: Notice; request for comments. This notice lists the Performance Goals, Monitoring and Reporting Program requirements for the I-635 (the LBJ Freeway) project in Dallas and North Tarrant Express project in Ft. Worth in the State of Texas. Comments must be received on or before February 23, 2009.

  • Value Pricing Pilot Program Participation, Fiscal Year 2009 (HTML, PDF 67KB) - The Value Pricing Pilot Program was reauthorized under SAFETEA-LU as an experimental program aimed at learning more about the potential of different pricing approaches for reducing congestion. Funds are available to support efforts by State and local governments or other public authorities to establish local value pricing pilot programs, to provide for implementation, monitoring and evaluation of value pricing projects, and to report on their effects. Approximately $12 million is expected to be available for allocation to projects in FY 2009. Of this amount, $3 million is set aside for pricing projects not involving tolls, and $5 million is set aside for metropolitan region-wide pricing studies. Grant applications are due no later than November 7, 2008.

  • Federal-Aid Highway Program Guidance on High Occupancy Vehicle Lanes (HTML, PDF 845KB) - On August 12, the Office of Transportation Management issued the "Federal-Aid Highway Program Guidance on High Occupancy Vehicle Lanes," which supersedes the previous version published on March 28, 2001. The updated program guidance clarifies some operational issues and explains requirements set forth in the Federal statute. The purpose of this document is to provide information useful to States as they plan, design, operate, and manage HOV facilities. This document also presents examples of how various metropolitan areas have approached the implementation of High Occupancy Toll (HOT) lanes.

SUMMARY: This notice invites States, public authorities, or other entities as designated by States to apply to participate in the Express Lanes Demonstration Program. It also presents guidelines for program applications and participation. DATES: Applications must be received no later than May 31, 2009.

  • Value Pricing Pilot Program Participation, Fiscal Years 2007-2009 (HTML, PDF 77KB) - This notice invites State and local governments and other public authorities to apply to participate in the Value Pricing Pilot (VPP) program and presents guidelines for program applications. This notice supersedes two previous notices about the VPP program under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) published in the Federal Register on January 6, 2006 (71 FR 970), and July 17, 2006 (71 FR 40578).
