For those of
you unfamiliar with NECSAS - the NOAA Environmental Compliance and
Safety Assessment System - it's a comprehensive approach to compliance
assistance integrating environmental compliance and occupational health
and safety under one domain. Centrally managed by the Safety and Environmental Compliance Office (SECO).within the Office of the Chief Administrative Officer (OCAO). , it has been developed with Line Office input to serve as a
standardized tool for assisting NOAA facilities and sites achieve,
maintain, and monitor environmental, health and safety (EH&S) compliance.
But it actually does much more - for example, going beyond compliance
by addressing pollution prevention alternatives into the corrective
action strategies - by offering a roadmap to EH&S excellence.
In order to cover the major
aspects of this intricate program as well as highlight some of the
powerful subtleties here on this web site, NECSAS is divided into three
phases: Pre-Assessment activities
(planning and preparation), Site
Assessment activities(on-site
data gathering), and Post-Assessment activities
(reporting and follow-up). Within each phase, the inherent processes
