Procedures for Industrial Clearance/Investigation Requests

With Joint Personnel Adjudication System (JPAS) Release 2.3.4, the Defense Security Service (DSS) only accepts electronic transmission of the Standard Form (SF) 86, Questionnaire for National Security Positions.

To submit the SF 86 form a Department of Defense (DoD) contractor must become a JPAS user and initiate the request via the Electronic Questionnaire for Investigations Processing (e-QIP). If you do not have connectivity to e-QIP via JPAS or if you have any additional questions or issues that you are unable to resolve, please contact the DoD Security Services Call Center at 1-888-282-7682 for assistance.

If JPAS or e-QIP indicates an investigation is not required, you may need to indicate "Break in Service" to submit the request for a clearance/investigation. A "Break in Service" should be indicated on the JPAS Determine Investigation Scope screen in the following instances:

Examples, at this time, include:

  1. Clearance can not be reinstated as there has been no access within the last 24 months but investigation within scope
  2. Requested by Defense Industrial Security Clearance Office (DISCO)
  3. Resubmissions 12 months after a Defense Office of Hearings and Appeal (DOHA) decision to deny or revoke a subject's clearance eligibility
