Joint Force Trainer (JFT) / Joint Education, Training & Exercise (JETE) Organization

DCOS Joint Force Trainer (JFT)
The DCOS Joint Force Trainer (JFT) Division acts on behalf of SACT to direct and coordinate all ACT activities in NATO’s arena of interest to train and educate individuals and to support collective training and exercises, at all levels of command, to continually provide the Alliance with improved capabilities to undertake the full spectrum of Alliance missions. The JFT directs and coordinates education and individual training with ACT and for SACUER and NATO HQ. The JFT coordinates with SACEUR and nations to provide forces necessary to conduct training, exercises and experiments in support of transformational objectives. The JFT ensures that SACT’s transformational outputs, with regard to concept and doctrine development are integrated into individual education and training as well as collective training events, and, coordinates integration of experimentation with regard to these specific areas. The JFT acts as principle advisor to SACT on all topics related to NATO, PfP and non-NATO individual training and education, exercises, training needs analyses and, as appropriate, evaluation. This includes acting as conceptual lead regarding these specific areas.

The JFT provides, within HQ SACT, recommendations arising from bot experimentation and the exercise analysis and reporting process that may initiate transformational activities, with regard to concept development, experimentation and doctrine development. The JFT maintains relationship’s, supported by MOU and other agreements, with NATO educational facilities, with other NATO organisations/agencies and with national/multi-national Centres of Excellence (CoEs) regarding training and education, particularly with regard to school curricula. The JFT is required to liaise with US Joint Warfighting Centre and other National Centres to garner knowledge of emerging techniques concepts and doctrine, which are of transformational relevance tot the delivery of training for NATO.

ACOS Joint Education, Training & Exercise (JETE)
The Joint Education, Training and Exercise (JETE) sub-division, on behalf of ACT/JFT, directs and coordinates all JFT activities in NATO’s areas of interest to educate and train individuals and coordinates support of collective training and exercises to continually provide the Alliance with improves capabilities to undertak the full spectrum of NATO missions. The JETE, in conjunction with other appropriate NATO organisations, is responsible to Joint Force Trainer for all strategic matters pertaining to the policies, processes and cycles for the planning and execution of education, individual training and support to collective training and exercises. Furthermore, as there is a strong line of co-ordination between ACOS JETE and MPD (Staff Element Norfolk), ACOS JETE is designated as the Flag champion for MPD issues from within ACT, thus giving MPD further prominence, focus and Influence.

Education, Training, Exercises and Evaluation (EP&P) Branch
The EP&P Branch has the lead responsibility, in conjunction with all appropriate NATO organisations and coordination with relevant non NATO entities, for anticipating, developing, updating, policy, doctrine, standards and solutions for Education, Training and Exercises through NTG and appropriate WGs within the political framework. The EP&P branch consists of the following functional areas:

1. Global Training Reach Section is responsible for the education and training relation between the NATO and partners, United Nations, European Union, Russia, China, African Union, nations, IO/NGOs with the coordination of MPD in the respective areas
2. Global Training Approach Section is responsible for determining the training solutions for the Comprehensive Approach, Building Integrity, Stabilisation and Reconstruction, engaging local actors, train indigenous forces and civil-military planning. This section also provides Gender Awareness advice to JFT and SACT
3. Global Training Policy Section is responsible for developing ACT policy and doctrine for education, individual training, collective training and exercises. It is responsible for maintaining support of the relevant MC documents and custodianship of SC Directives, AP, STANAG and any other related publications or handbooks. This section is also responsible for the tasking initiation, administration, support and coordination of the NATO Training Group (NTG)

Education & Individual Training Branch (E&IT) Branch
Responsible to JETE for providing the E&IT required by the NATO Command Structure (NCS). The Branch supports NATO operations and implements NATO transformation through the management and coordination of NATO E&IT, NATO Education and Training Facilities (NETF), and by ensuring that common methods, standards and tools are used to provide and manage NATO E&IT, based upon existing NATO policy and procedures. It is also responsible to prove Education and Training Assessment as a part of Training Support to NATO Nation via Staff/Analysis Assisting Visits (SAV/AAV). E&IT consists of the following functional areas:

1. Education and Training Facilities is responsible for the coordination of NETF and other institutions such as Centres of Excellence (CoE), Partner Training Centres (PTC) and national training centres that are designated by JETE to provide E&IT to NCS and NFS.
2. Education and Training Management System is responsible for the implementation of the NATO Individual Training and Education Programme (ITEP). It is the focal point of providing specific E&IT products to all of NATO’s partnerships.
3. Education and Training Technologies is the lead responsibility within NATO for Distributed Learning, including Joint Advanced Learning (JADL) and for the development of requirements and procedures for JADL. It serves as the focal point for supporting NATO with JADL courses and establishing and maintaining links with other NATO entities and Nations. It also has the lead for the integration of emerging technologies into the NATO E&IT programmes.
4. Courseware is responsible for the Education and Training Opportunities Catalogue (ETOC) including the design and development of train-the-trainer courses and programmes. The section provides oversight of the analysis, the design, development, conduct, accreditation and external evaluation of new or revised NATO courses. Furthermore the section is responsible for conducting Education and Training Assessment and performing Staff / Analysis Assisting Visits (SAV/AAV) as required to support NATO Nations on education and training issues.

Training Support Branch
Responsible to JETE for the supervision, coordination, and completion of tasks involving training support to NATO operations and missions, major NATO collective training and exercises to include all political/military exercises and internal support to ACT training issues associated with transformational capability development projects and initiatives. The Branch is the primary point of contact for requests initiated by external commands or activities on matters relating to training support for current operations and exercises. The Training Support Branch consists of the following functional areas organised by section.

1. Collective Training and Exercise Support Section is responsible for the following functional areas:
   1. Strategic Training & Exercises. Coordinate the planning and execution of strategic, collective exercises, focusing on Political-Military exercises and including direct support to these events.
   2. Operational Training & Exercises. Coordinate the planning and execution of operational, collective training and exercises, including the integration of Senior Mentors, experimentation, and EXCON/HICON support.
   3. Training & Exercise Standards Support. Assist ACO in the development of collective training and exercise standards, improve the delivery of collective training within JETE and JFT, and coordinate the provision of Reserve Component support for collective training and exercise events.
   4. Training & Exercise Programming. Support ACO to develop the Military Training and Programme (MTEP) and continue the transformation and upkeep of the electronic MTEP (eMTEP). Prepare the JFT Programme of Work. Support policy development for collective training and exercises, and conduct direct liaison with ACO collective training and exercise staff.
2. Training Support to Current Operations Section consisting of the following functional areas:
   1. Responsible for management of ACT support to commanders of NATO operations and missions, in-theatre and out-of-theatre training, education, and exercise initiatives. Responsible for developing direction, guidance, procedures and coordination for in-theatre training, education and exercise support to NATO current operations.
   2. Responsible for support to commanders of NATO operations and missions through the development and conduct of assessment initiatives. Responsible for developing direction, guidance and coordination for assessment of training, education and exercise support to current NATO operations. Develops measures of effectiveness and measures of performance and implements and monitors the overall progress of training and education provided by NATO for current operations. In support of the operational commander, conducts SAV/AVV for NATO led-missions and NATO-mentored institutions.
3. Training Transformation Section consisting of the following functional areas:
   1. JETE’s primary liaison to DCOS CAPDEV for all ETEE activities; responsible for management of JETE ETEE support to DOTMLPFI issues related to all capability development projects and capability packages as well as JETE internal ETEE capability developments.
   2. Coordinates Reserve Forces support to HQ SACT, collective training and exercises.
   3. Responsible for internal SACT coordination and harmonisation of training support initiatives developed by other divisions and experimentation initiatives.
   4. Support scenario development, design and management.
