PA Training

NATO Public Affairs Joint Education and Training

The ability to conduct public affairs effectively in today’s fast paced and highly complex communications environment is critical to NATO mission success. This means that Public Affairs Officers (PAOs) designated for NATO Crisis Establishment (CE) and Permanent Establishment (PE) positions, or national PA positions on NATO-led missions, must be properly educated and trained before assuming their duties. While this is primarily a national responsibility, not all nations have the resources to educate and train PAOs at a basic level. To help nations meet this challenge, ACT is actively working with NATO Member and Partnership for Peace (PfP) nations which have mature PA education and training programs and resources to make them available to those nations who don’t. We’re also working closely with the NATO School to ensure that the NATO PA Course continues to provide high-quality, operationally relevant training to those designated for NATO PA positions. Our ultimate goal is to help provide the right education and training at the right time to officers and non-commissioned officers (NCOs) designated for NATO PA positions. So if you are:

- serving at a national headquarters responsible for nominating PAOs for NATO CE or PE positions or a NATO-led mission;
- an individual who has been designated for a NATO PA position or a national PA position on a NATO-led mission; or
- a member or Partner nation looking to establish a PA education and training program.

Basic PA Training

While this is a national responsibility, ACT recognizes that not all nations can currently provide this training, particularly in English, so we have validated and recommended a number of existing basic-level PA courses, and negotiated priority seats for NATO members in some cases. Starting from November 2010, two separate one-week PA Courses are introduced at the NATO School in Oberammergau, each course being offered three times a year. These courses replace the former two-week NATO Public Affairs Course: NATO Public Affairs Policy Indoctrination Course and NATO Public Affairs in Operations Course.

NATO has a host of opportunities for qualified Public Affairs Officers.
