Manas Fuel Contract Award

On October 26, the Department of Defense’s Defense Logistics Agency announced a one-year contract for provision of fuel to the Transit Center at Manas International Airport (TCM).  The contract was awarded to World Fuel Services Europe, Ltd., United Kingdom and complements another contract announced in September 2011 to Gazpromneft-Aero Kyrgyzstan.  The World Fuel Services Europe contract will have a delivery period that runs through the end of December 2012 and the award was conducted transparently under open, competitive sourcing in accordance with the Federal Acquisition Regulations (FAR).  With the announcement of this contract, we seek to ensure a stable, secure, and uninterrupted supply of fuel, under the dual contract arrangement we announced on September 27, 2011.

The World Fuel Services Europe contract will provide a minimum of 10 percent of the fuel requirement of the Transit Center, though the exact percentage will depend on the needs of the Transit Center, world market conditions, and the evolving capabilities of Gazpromneft-Aero Kyrgyzstan.  Together, World Fuel Services Europe and Gazpromneft-Aero Kyrgyzstan will provide a stable source of aviation fuel to the Transit Center.  The potential exists for Gazpromneft-Aero Kyrgyzstan to receive up to 90 percent of the monthly aviation fuel supply request. 

The Transit Center represents an important contribution by the Kyrgyz Republic to international coalition efforts to provide security to the Afghan people and to work towards a more prosperous and stable Afghanistan.  The United States recognizes and greatly appreciates the contribution of the Kyrgyz Republic to that international effort.
