This position is located in the Office of Health, Safety and Security (HSS). HSS is responsible for managing the operations of major staff organizations in the pursuit of continuous improvement in the safety and security posture of the Department of Energy especially in protecting the National Security. This position is located in the Office of Technical Guidance (within the Office of Classification).  The Office of Technical Guidance develops, promulgates, and interprets national level policies, procedures, and guidance to identify (1) information that must be classified or controlled under statute or Executive order to protect the national security, to ensure the effective operation of the Government, or to protect the privacy interests of individuals and (2) classified or controlled information that may be declassified or decontrolled.

 

The incumbent provides direct administrative and program support to the Director, Office of Technical Guidance as well as the Director, Office of Classification. As a Program Specialist, the incumbent's duties include program analysis, planning, research, and liaison activities. The incumbent also provides administrative expertise, guidance, and direction for assigned areas of responsibility which impact directly on the overall efficiency and effectiveness of the Office of Classification.


Key Requirements:
U.S. Citizenship is required. Background and/or Security Investigation is required. THIS POSITION IS IN THE BARGAINING UNIT COVERED UNDER NTEU. Duties: 
The incumbent provides assistance to the Director, Office of Classification, and to employees throughout the organization on specific aspects of DOE policy and Office of Classification program responsibilities. Researches and/or analyzes problems, issues, or program/administrative issues. Acts as a liaison for the Director, Office of Classification, on program and administrative issues. Plans and conducts or leads ad-hoc teams in the conduct of special studies which are the basis for new policies and procedures which affect all of the Office of Classification. Oversees, analyzes, and evaluates the Office of Classification's implementation of the HSS electronic records system and recommends the development of modifications in order to improve the effectiveness and efficiency of the Office. Initiates, develops, and consolidates information and data into a variety of written documents, numerical tables, charts, and reports, utilizing personal and program knowledge as well as varied and advanced functions and one or more types of office automation software. Serves as the primary administrative reviewer for the Office of Classification in the preparation and coordination of Congressional responses, testimony, and/or reports to upper management and the Secretary of Energy. Receives incoming telephone calls and personal callers, determines the identity of the caller and the nature of the call. Keeps the calendars and schedules appointments and meetings for the Director, Office of Classification and the Director of Technical Guidance without prior clearance. Makes travel arrangements for the Director, Office of Classification and the Director of Technical Guidance.
