Job Summary:

The Department of Energy, Office of Science, Office of Basic Energy Sciences, Scientific User Facilities Division, is seeking a motivated and highly qualified recognized scientific authority to serve as an expert in scientific facilities operation relevant to the conduct of original scientific research work in nanoscale science. Key Requirements:
Must be a U.S. citizen All basic qualifications must be met within 30 days of closing. Requires the successful completion of a background investigation OR Requires the ability to obtain and maintain a clearance. All required documents must be submitted by 11:59pm on closing date. Males born after 12/31/59 must certify registration with the Selective Svc.

Duties: 

If selected for this position, you will serve as a recognized scientific authority and expert in scientific facilities operation for nanoscience and electron microscopy R&D, and as such have the responsibility to plan, coordinate, implement, and evaluate research programs in this field on a national and international level.

-You will serve as a Program Manager determining scientific focus and direction of the user facilities operations aspects of the research program, preparing calls for proposals, organizing independent peer reviews, recommending funding allocations, organizing Facilities Director's meetings, planning and executing contractors' meetings and other workshops, serving as a liaison on committees, and monitoring scientific progress of the program.

-You will examine and ascertain the research needs and opportunities of this research program against scientific and technological advances and potential needs of the Department.

-You will prepare, justify, and support the portions of the budget relating to the nanoscience and electron microscopy scientific user facilities program.

-You will critically evaluate contractor, DOE laboratory, grantee, interagency, and other research and related requests, proposals, and performance via your own scientific and technical judgment, merit review, site visits and reviews, and panel reviews.

-You will critically review reports and studies prepared by other offices in DOE and other Federal agencies as they impact the user facilities operation, policies, planning, and development.

-You will develop and prepare analytical documents, briefings, and presentations to communicate with top management of DOE and higher echelons of government on the status of programmatic phases and new development and opportunities in the area of responsibility.


Qualifications Required: 

EDUCATION REQUIRED:

You must have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science. 

OR A combination of education and experience--education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

You must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal government.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience required for this position:

1) Professional knowledge of nano-science.

2) Ability to plan, direct, and evaluate new and highly complex basic research programs, projects, and policies.

3) Ability to effectively communicate in writing to prepare analytical documents and/or research findings.

4) Ability to effectively communicate orally to serve as a spokesperson for the organization in the broad scientific areas of responsibility.

5) Ability to plan, budget, justify, and allocate funds among a variety of competing programs and requirements.
