Title - Aircraft Wash Water Testing

Question -

Does this type of work constitute including the Service Contract Act in a follow on contract??

Scenario - The Coast Guard mandates that the water used to wash the aircraft be tested periodically. Currently we have a contract where samples of the water are sent from the individual air stations to a lab for testing.

In my oinion it would be subject to the Service Contract Act, but this is a judgment call for the contracting officer to make in accordance with FAR Part 2 and 37.
