The Decennial Census is traditionally an enumeration of persons and housing units together with certain characteristics of interest. Previously used methods for adjusting for net coverage only reflect coverage error for persons. For consistent handling of traditional tabulations, we need coordinated adjustment of persons and housing units. This report describes the construction of a data file for Decennial short form data based on such coordinated adjustment given the presence of external data constraints. The example presented is for the state of New Jersey and uses estimates of persons from the Accuracy and Coverage Evaluation (March 2001 estimates) as the external constraints.
