Documentation Requirements
- Certification Requirements
- Meat and poultry products: Obtain FSIS Form 9060-5 Certificate for
Wholesomeness. Further, exporters are advised that importers must have a valid import permit
to allow entry of meat and poultry products.
- Frozen, cured, and/or smoked meat products - The following statement must
be typed in the "Remarks" section of FSIS Form 9060-5:
"The United States is free from foot and mouth disease."
- Poultry and Poultry products - The following statement should be typed
under "Remarks" of FSIS Form 9060-5:
"Product originated from farms that were not under quarantine and are
located 10 miles away from any affected farms or flocks."
- Beef and beef products - The following statements must be included in the
"Remarks"
section of FSIS Form 9060-5 or provided on a letterhead
certificate:
- The beef/beef products covered by the Veterinary Health Certificate were
derived
from cattle slaughtered in the United States.
- The beef, beef products/by-products specified were derived from cattle
which received
ante-mortem and post-mortem veterinary inspection at the time of slaughter in
plants certified for
export of such products from the United States. The products must not be
adulterated or misbranded as defined by regulations governing meat inspection
of the United States
Department of Agriculture (USDA).
- The beef and beef products (bone-in or boneless) were derived from cattle
that were slaughtered after
March 12, 2004 in accordance with USDA/FSIS regulations.
- The beef and beef products were not derived from cattle in which
air-injection stunning devices were
used during slaughtering.
- The beef and beef products (bone-in or boneless) were not derived from
and do not contain any of the
following Specified Risk Materials: brain, skull, eyes, trigeminal ganglia,
spinal cord,
vertebral column (excluding the vertebrae of the tail, the transverse
processes of thoracic
and lumber vertebrae and the wings of the sacrum) and the dorsal root
ganglia,
from animals over 30 months of age at the time of slaughter and the tonsils
and intestines
from pylorus to anus, or all animals regardless of age.
- The beef and beef products (bone-in or boneless) were not produced using
the
Mechanically Separated Meat or Advanced Recovery Meat methods.
- The cattle from which the beef/beef products were derived have not been
in contact with or
transported through a port in any country considered to be affected with
Foot-and-Mouth Disease (FMD).
- The beef/beef products/by-products were not derived from cattle that were
fed with meat meal, bone meal,
meat and bone meal or greaves of ruminant origin.
- The beef/beef products were produced in accordance with the U.S. National
Residue and Analytic
Programme for residues (antibiotics, hormones, growth promoters, anabolic
steroids, additives, etc.)
in meat, poultry and egg products. Acronized meat (meat containing
antibiotics during processing) is
not allowed entry into Jamaica.
- The beef/beef products have been processed, stored and transported in a
manner to preclude contact
with meat/animal products that do not comply with the conditions contained in
the certificate.
- The beef/beef products were prepared, packaged and handled under hygienic
and sanitary conditions
and are fit for human consumption.
- Statements allowed when eligible boneless beef and boneless beef products derived from cattle
less than 30 months of age produced under an approved AMS Export Verification (EV) Less Than 30 (LT30) months of age program is to be re-exported to St.
Lucia. Information about the program for St. Lucia and a list of LT30 approved establishments can be obtained from AMS' Web site. Upon the request of the exporter, the following information must be
provided either in the "Remarks" section of FSIS Form 9060-5 or on an FSIS Letterhead Certificate (which is
signed by the same FSIS Inspector signing the export certificate):
- The United States meets or exceeds the BSE guidance of the OIE pertaining to meat and
meat products.
- The United States has prohibited the feeding of ruminants with ruminant origin meat and bone meal (MBM) and greaves since 1997, and this prohibition has
been effectively enforced.
- The meat and meat products should be deboned skeletal muscle (boneless beef) from cattle less than 30 months of age, which were not subjected to a
stunning process, prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or to a pithing process, and which were subject
to ante-mortem and post-mortem inspections and were not suspect or confirmed BSE cases.
- The meat and meat products were not derived from or contaminated with mechanically separated meat (MSM) from the skull or vertebral column, or the
following specified risk materials: tissue from the brain, eye, spinal cord, trigeminal ganglia, and dorsal root ganglia from cattle 30 months of age or
older, and the tonsils and distal ileum of the small intestine of any cattle, regardless of age.
Plants Eligible to Export
All Federally inspected establishments are eligible to export.
