This chart shows trends in state incentive and law enactments, listed by the targeted agent from 2002 to 2011. "Targeted Agent" refers to the organization, individual, or entity whose actions the incentive or law is intended to influence. The dataset includes regulations enacted by any of the 50 states or the District of Columbia. Fleet managers have been the most popular agent of pro-alternative fuel incentives and laws. Because a regulation may apply to more than one technology type, adding the totals for each row results in counting some regulations multiple times.
Beginning in 2009, researchers were included in "Other".
