Beginning in 2009, regulations pertaining to economic development, fuel use requirements, idle reduction, renewable fuels mandates, and renewable fuels standards were grouped into "Other."

Beginning in 2009, Climate Change Initiatives was counted as its own category. Previously, climate change initiatives had been included in "Other."
