Document of Continuity
According to 46 CFR 10.227(e) mariners who are otherwise unable or unwilling to meet the complete requirements for renewal may have their credential(s) placed into a continuity status. A Document of Continuity does not expire and allows the holder to obtain an active credential by completing the renewal requirements outlined in the CFR. A Document of Continuity does not entitle the holder to serve as a Merchant Mariner and must be applied for prior to the expiration of the 1 year administrative grace period defined in the CFR.
There is no charge for Document of Continuity.
In order to obtain a Document of Continuity mariners must:
Complete an Application (CG 719B). Complete Section I. In Section II check the credential(s) that you wish to put into continuity. STCW may not be put in continuity. Check the corresponding box under renewal and write Document of Continuity in the “Applying for” block. Complete Section VI. If you will be renewing some portion of your credential(s) in an active state you must follow the complete credential renewal process and provide a thorough explanation in the “Applying for” block.
Provide a signed statement attesting to an awareness of the limited purpose of the Document of continuity, the inability to serve as a Merchant Mariner and the requirements to obtain a Merchant Mariner Credential. You may print and use the document below, create your own, or write it in the “Applying for block” in section II of the application.
Return the credential(s) to be placed into continuity with your application. If you want the credentials returned to you, include a written request on the application or on the continuity renewal statement. The credential(s) will be cancelled and returned.
Submit your application and supporting documents through a Regional Exam Center. You may mail your package to any RECs.
