The Medical Service Accounts (MSA) functions involve billing and collecting funds from the Department of Defense (DOD) beneficiaries, civilian emergency patients, Coast Guard, Public Health, Foreign Nationals, Cosmetic Surgery (in and outpatient procedures) and Specialized Treatment Service patients.

The Uniform Business Office ensures that all patients are aware of expected inpatient hospitalization or outpatient visit charges through the initial interview, admissions process, clinic check-in, discharge interview, and marketing materials such as inpatient and outpatient flyers. Other functions include billing and collecting subsistence and administrative charges for active duty and retired family members.
