6/22/2011 - MISAWA AIR BASE, Japan  -- Representatives from Tohoku Power Company met with Misawa Air Base leadership June 15 to discuss power restrictions for the summer period of July 1 to Sept. 30.

Tohoku Power requested a voluntary 15 percent reduction in power, below the power rate currently contracted to Misawa Air Base.

In May, the GoJ notified all large power consumers that they would be subject to Article 27 of the Japanese Electricity Business Act. Consumers who violate this Article will be subject to a ¥1 million fine. Residential customers are not subject to this restriction. Instead, residents are asked to reduce their consumption. Tohoku Power is providing guidance to all of their customers, including Misawa Air Base, to assist in this reduction. The guidance includes recommendations that air conditioners be set at no more than 82 degrees Farenheit, maximizing the use of fans and blinds, reducing television use and altering rice cooker use.

Tohoku Power also emphasized that reducing power consumption during the peak usage hours near lunch and dinner times should be observed. Misawa Air Base encourages all residents to continue to observe these peak hours and move high-energy usage actions like dishwashing and clothes washing away from these hours. Consumption of cold lunches and dinners will also help in this effort.

Support of the local utility is important because the basic power infrastructure throughout the Tohoku Region is still degraded since the events in March. Power plants in Aomori, Miyagi and Fukushima prefectures remain non-operational. Tohoku Power anticipates that restoration of generating capacity will not be restored until next summer at the earliest. While Misawa may not be subject to rolling blackouts this summer, those residents in non-earthquake impacted areas could be subject to blackouts if capacity is exceeded this summer. Misawa Air Base residents are urged to continue their vigilance in energy conservation throughout the summer months to support the recovery of Japan.
