Our Mission
To provide legal advice and guidance to service members and their families concerning the Physical Disabilities Evaluation System; as well as provide general legal assistance services to members of the Warrior Transition Battalion.
What We Do
MEB Outreach Counsel inform, assist and advocate for Soldiers during the Medical Evaluation Board process up until the point Soldiers file their elections/ rebuttals of their informal PEB results. Secondary to their MEB mission, MEBOCs also provide legal assistance on a priority basis to Warriors in Transition and their dependents. They assist all Soldiers going through the MEB process, not only those assigned to Warrior Transition Units.
Who We Are:
MEB Outreach Counsel are a component of the local installation Office of the Staff or Center Judge Advocate (OSJA/OCJA). We are part of the U.S. Army Judge Advocate General’s Corps (JAGC) and dedicated to providing legal counsel and representation to Soldiers undergoing evaluation through the Army’s Physical Disability Evaluation System (APDES). Counsel are licensed and experienced attorneys, both uniform and Department of Army Civilian, with specialized training in the APDES adjudication process. Our mission is to support, advise and represent Soldiers throughout the MEB & PEB process.
Who We Are Not:
We are independent from and not a subordinate office to the U.S. Army Physical Disability Agency or the Physical Evaluation Board. Those agencies are components of the U.S. Army Human Resources Command. Soldiers Counsel also do not advise or represent commanders, nor do they advise or represent members of the MEB or PEB.
What We Do
MEB Outreach Counsel represent Soldiers. We advise and counsel Soldiers during the formulation of their specific goals of either being found fit for duty or ensuring that the Army appropriately rates their disabilities. Through diligent, zealous and ethical representation in the MEB & PEB process, we strive to maximize our clients’ chances of success of attaining their goals. We provide legal information and representation to Soldiers upon their referral into the MEB and up until the final disposition of their cases.
There are three (3) key stages in the Army Physical Disability Evaluation System (APDES) at which point Soldiers should consider seeking the advice from legal counsel:
- (1) Referral to a MEB (or receipt of a permanent P3 Profile);
- (2) Completion of MEB and receipt of DA Form 3947/MEB Report. You should be provided with, among other documents, the Narrative Summary (NARSUM), a new permanent profile, and your commander’s memorandum; and
- (3) Receipt of an informal PEB Decision (DA Form 199) and Election of Rights.
