USACE Reachback Operations Center (UROC) Train the Trainer


Course Overview

NOTE:  Basic equipment training by UROC is a prerequisite to attend this T3 training.

Introduction:  Home station training must be conducted regularly to practice set-up, operation, and processing of the data, as these are perishable skills.  Once you have become certified as a Train-the-Trainer, you will only be authorized to train the FEST Team you are a member of. If a certified trainer is asked to train anyone outside their team, UROC’s approval must be obtained.  Certified trainers are encouraged to “educate” other USACE and Non-USACE personnel and organizations on the equipment capabilities. 

One person per FEST-A and 2 personnel per FEST-M will be Train-the-Trainer certified. It is up to the FEST Lead to determine who the certified trainer is for the ARRK, TCE, BGAN, and IKE w/GATER. 

NOTE: It is recommended that the Topo/GIS person be the certified trainer for the IKE w/GATER. 

If a TOPO/GIS person is sent for the IKE/GATER training, and a different person will be conducting the ARRK, TCE-D and BGAN, then, an additional person from the FEST-A can be sent to the T-t-T. 

For example: FEST-As can send their Topo/GIS for the IKE/GATER and another person for the ARRK, TCE, and BGAN but not two personnel to get all of the training.   All data that is collected from training or exercise events and deployments must be pushed to UROC.   

Training Program Overview:

  • Automated Route Reconnaissance Kit  Training
  • IKE w/GATER Training
  • Tele-Engineering Communications Equipment Training

Level I.A Training - ARRK Operator

Purpose: This provides the student with basic knowledge to install and operate the ARRK system to collect route reconnaissance data and to verify that the data is properly recorded and saved using the Tele-Engineering Toolkit software. 

Level I.B Training - ARRK Data Processor

Purpose: This training is focused on using the Tele-Engineering Toolkit software for processing the data collected by the ARRK; including editing the recon data, generating standard reconnaissance forms, creating presentations and exporting other sharable products such as movies and Google Earth files.

Level II Training - Train-the-Trainer

Purpose: This includes the final steps to become an ARRK trainer.  Review of ARRK and Tele-Engineering Toolkit skills, overview of the instructional materials and logistics for conducting an ARRK training class, and experience instructing classes are included.  Prior to completing this level of training, students must have successfully completed the Level I and Level II training courses, and it is highly recommended that the student also have some hands-on experience with the system.  At the successful completion of this Level III training, the student is certified by the UROC as a trainer to conduct Level I.A and Level I.B ARRK training.

  • Maximum number of students is 3 (1:1 ratio)
  • Certificaiton for Train-the-Trainer will be annually

Level I Training - Basic IKE w/GATER Operation

Purpose: Training covers basic operation of the IKE w/GATER system for data collection and the associated business process for data management.  The goal is to enable the student to deploy and effectively collect GATER data, analyze data and sync data to the centralized GATER geo-database.  This training covers all three tiers of the GATER operating environments; online, desktop and mobile (the IKE). 

Level II - Train-the-Trainer Certification

Purpose: T3 prepares the student to become an IKE w/GATER trainer.  Prior to entering this level of training, the student is required to have successfully completed the Level I IKE w/GATER training class outlined above, and it is highly desired that the student also have experience with the system.  Upon successful completion of this level of training, the student is certified by the UROC as a trainer to conduct Level I IKE w/GATER training classes. This training provides one-on-one detailed instruction on all three tiers of the GATER operating environments.  In addition, program administration, system business rules and policies, troubleshooting and technical support are also covered.

  • Pre-requisite:  Level 1 IKE w/GATER Training
  • Maximum number of students is 4 (1:1 ratio)
  • Certification for Train-the-Trainer will be annually
  • Recommended skill set is someone with general knowledge of GIS or experience with remote sensing software

Level I Training - TCED and BGAN Operator

Purpose: Training covers the Tele-Engineering Communications Equipment (TCE) and Broadband Global Area Network (BGAN) equipment and provides the student with the basic knowledge to assemble and operate the equipment to conduct secure and non-secure video teleconferencing, secure and non-secure data transfer, non-secure telephone and non-secure internet access via satellite based systems. 

Level II Training - TCED and BGAN Train-the-Trainer

Purpose: This course equips the student as a trainer for UROC communications equipment, including the TCE-D / TCE-SL and BGAN.  The student must successfully complete the Level I TCE and BGAN training outlined above prior to entering this training course, and it is highly desirable that the student have experience with the equipment prior to participating in this course..  At the successful completion of this Level II training, the student is certified by the UROC as a trainer to conduct Level I TCE and BGAN training.
