Procedures for Pre-Employment
Background Check for Contractors


All Contractors must favorably clear a Pre-employment background investigation before beginning work on a Census contract. Individuals who have had a recent investigation with another Government agency, and which can be verified by the Office of Security, do not require a Pre-employment investigation from Census. The criteria for the type of investigation and procedures to follow are given below:

  • The Contract Officer's Technical Representative (COTR) will obtain form packages from Customer Security Services Office (CSSO), Building 66, Room 110.
  • The COTR will supply form packages to contractor, review forms to make sure they are complete then submit package to the CSSO two weeks before the contractor is expected to begin work.
  • Two Fingerprint Cards (Form FD-258) are required with each form package.
  • Fingerprints can be made at the time the completed Forms package is submitted to CSSO or at a local police station using fingerprint cards that can be included with the package.

The CSSO will review the Forms for completeness and accuracy, then initiate the investigation. Once investigation is complete the CSSO notifies the COTR via e-mail of suitability determination. The contractor is directed to the CSSO, to be administered the Affidavit of Non-disclosure,
Form BC-1759 , Title 26 training, and be issued a contractor badge.

The investigation requirements are as follows:
All Contractors/Visitors working/visiting less than 15 days and have not had previous investigation must be escorted at all times. They must sign and receive brochure Safeguarding Title 26 Information.

NOTE:
The SF-85SF-85P &  OF-306 Forms are available from OPM's Website. The BC-1759 form is available on ACSD's Web Site.
NOTE TO COTRS:
When completing Part D of the BC-1759, indicate the period of time for the contract; whether or not a James Bond account is needed; position sensitivity of the contractor position; and any special access required.

  • BC-1759 – Special Sworn Status (contractor completes Part A; the COTR (or Division Chief) must complete and sign Part D)
  • Receive Title 26 training
