HCHB Security Service Center - Updated 2012

Office and Controlled Space Key Issuance

Office and controlled space keys are issued to HCHB federal employees only.  Supervisors may request keys for their employees by a signed letter head memorandum to Room 1033 or e- mail to HCHBsecurity@doc.gov.  The memo or email must include the room number for which the key(s) are needed. Keys will not be issued without this written request. Lost keys must be reported immediately by the supervisor of the employee assigned the lost key to the Security Services Center (SSC) Manager in Room 1033.  The report must contain the circumstances surrounding the loss of the key and efforts made to recover the key.  No replacement key will be issued without this report.  Supervisors may request a replacement key by signed memorandum or email to the SSC.  Keys will be issued only to the employee for whom issuance has been requested and this employee must pick up and sign for the keys in person. Assigned keys must be returned by the employee to the SSC when the key is no longer required.  The separation process for employees leaving the HCHB is not complete until all assigned keys have been accounted for.

Identification Cards

HR sponsors may request interim PIV -1 ID cards for employees by submitting the CD 591.  Employee interim ID cards are generally valid for ninety days or until the permanent ID card is available for issuance.  HR sponsors may request permanent ID cards for employees through the HSPD-12 PIV 2 process by sending email with sponsored employee names to HCHBsecurity@doc.gov.  The Security Services Center will contact employees to complete the enrollment process.  Contracting Officer Representatives (COR) may request ID cards for contractors through the PIV 1 process by submitting the CD 591.  Contractor ID cards are valid for not longer than one year from date of issuance. Replacement ID cards are requested by the supervisor or COR through the CD 591.  The original ID card is deleted and all accesses associated with the original ID card are terminated before the replacement ID card is issued.  ID cards will only be issued only to the bearer employee or contractor.  Under no circumstances will the ID card be issued to any other person.  ID cards must be returned by the holder when HCHB access is no longer required.  The separation process for employees and contractors leaving the HCHB is not complete until the issued identification card has been accounted for. 

Card Reader Access

Supervisors and CORs may request access to areas secured by card readers via e-mail or signed memorandum to the HCHB SSC.  The memorandum must specify to the areas to which access is required.  Lost ID cards with card reader accesses are to be reported by the supervisor or the COR to the HCHB SSC immediately.  The report must contain the circumstances surrounding the loss of the card and efforts made to recover the card.  Replacement ID cards with accesses will not be issued without this report.  All access allowed by the lost card will be deleted.  A new ID card with specified accesses must be requested via e-mail or signed memorandum by the supervisor or the COR.

Visa and Passport Photos

Passport and visa photos are issued for official government travel only (free of charge). Dependents of Commerce Federal Employees may receive photos for travel as well. The Commerce federal employee MUST be present with the dependent at the time of receipt of photo(s). Please send a memo on agency letter head or an email from the immediate supervisor or unit administrative support to HCHBSecurity@doc.gov to request visa or passport photos.  The memo or email must state that the employee is traveling on official business.

Clearance/Visit Authorization (CD-414)

For all requests for employees visiting other agencies that require clearance verification, a form CD 414 must be submitted to the Security Service Center.  If employee has SCI and needs clearance information forwarded to another agency, the individual would contact the Personnel Security Office at 28115.  The form must be submitted at least 10 days in advance (exceptions may be made for short notices on case-by-case basis). The CD 414 can be found on the Commerce website under Forms http://www.commerce.gov/

Courier Authorization Cards

Supervisors may request courier cards for their employees with a signed memorandum on agency letter head to Room 1033 or e- mail to HCHBSecurity@doc.gov.  The memorandum or email must include employee name and security clearance.  Courier cards are required when hand-carrying classified information outside of Department of Commerce controlled space.  Courier cards will only be issued only to the bearer employee.  Under no circumstances will the courier card be issued to any other person.

Locksmith Services

The Locksmith is onsite at HCHB on Tuesdays and Thursdays each week.

For locksmith service request(s) such as lock changes, combination changes to safes, etc… a memo on letter head or an email to the following address HCHBSecurity@doc.gov must be submitted. The memo or email must include room number, nature of the request, telephone number and a point of contact.

Fingerprints

Fingerprints are provided to Commerce employees, potential hires, contractors and interns. Fingerprints are done electronically via CAS (Civilian Applicant System). The Services Center does NOT provide fingerprint services to outside agencies. You must report to the nearest police station to have fingerprints for outside agencies completed.

Shredding Services

The Security Services Center is responsible for the operation of the shredding area located in Room B-528. The hours of operation are Monday through Friday from 9 am – 3 pm.  All shredding must be completed prior to 3 pm and it is a SELF-Service operation.  Only persons authorized to handle classified material will be allowed to use this service. We no longer provide burn services.  Please do not place candy wrappers, food items, glass and other hazardous materials in shredders.  For access to the shredding area, please contact the Security Services Center at 202-482-8355.

Property Pass List
