Enclosed is the deliverable for
Commitment 13 in the Department of Energy (DOE) Implementation Plan to
Improve Oversight of
Nuclear
Operations, Revision
1, in response to Defense Nuclear
Facilities Safety Board (Board) Recommendation 2004-1.
The enclosed Federal Technical
Capability Program (FTCP) Corrective Action Plan
identifies the
Department’s corrective actions to improve recruiting, developing, training,
qualifying, maintaining proficiency, and retaining technical personnel to
safely accomplish DOE’s mission. It will
also result in improved FTCP Panel effectiveness. The Corrective Action Plan also includes a
prioritized list of key positions that should be filled to enhance safety from
the 2004 FTCP work force analysis, including the current status of these
positions. The plan has been approved
and issued for implementation, effective immediately. The Department has completed the actions
identified under this commitment and proposes closure of the commitment.
