Motor Carrier Safety Efficiency Study

FMCSA was directed by Congress to conduct the Motor Carrier Safety and Efficiency Study under Section 5503 of the SAFETEA-LU. This two-phase study will identify freight inefficiencies and evaluate the safety and productivity benefits of wireless technologies in freight and roadside operations. The program elements to be studied include: fuel monitoring and management systems, radio frequency identification technology, electronic manifest systems, cargo theft prevention, and roadside inspection systems.

Phase II will consist of field operational tests based on the findings of Phase I. The wireless technology solution sets to be demonstrated will be determined after the conclusion of Phase I. The scope of the demonstration will still include: fuel monitoring and management systems, radio frequency identification technology, electronic manifest systems, cargo theft prevention, and roadside inspection systems. Although, demonstrations of technology application in some of these areas may not occur due to other ongoing USDOT related activities.
