Yvonne T. Jackson, a member of the Senior Executive Service, was appointed the Associate Chief Information Officer for Technology Planning, Architecture, and Electronic-Government for the Office of the Chief Information Officer (OCIO), U.S. Department of Agriculture, Washington, D.C., in June 2010.  She assists the CIO and Deputy CIO in providing leadership, strategic direction, and executive oversight of the Department’s $2.6 billion information technology (IT) investments.  Ms. Jackson establishes policy and maintains oversight of the information technology investments that support the diverse portfolio of programs across more than 29 USDA agencies and staff offices.  She directly oversees IT capital planning and investment control process, enterprise architecture, privacy, information management (records management, information collection, Directives/Regulations, etc.), FOIA, E-government, and open government initiatives for the Department.

Ms. Jackson has 25 years of Federal service and has spent most of her career in various positions of increasing responsibility with the Department of Defense, starting as an Industrial Engineering intern with the Department of the Navy and culminating as a Senior Executive with the Department of the Air Force.

Prior to assuming her current position as ACIO, Technology Planning, Architecture, and E-Government; Ms. Jackson served as the Deputy Program Executive Officer for Combat and Mission Support with the Department of the Air Force where she was responsible for the management and oversight of Air Force service acquisition investments over $100M. She has also served as Assistant to the Director for Enterprise Development in the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics. Ms. Jackson served as the special assistant for Energy Conservation to the Under Secretary of the Air Force prior to her appointment to the Senior Executive Service in August 2006.

She also served as the Director of Acquisition Policy for the Assistant Secretary of the Army, Acquisition, Logistics, and Technology, where she provided direction and guidance on Defense acquisitions to more than 12 Army Program Executive Officers (PEO) and direct reporting program managers across the Department of the Army. She was a board selected product manager for the U.S. Army Small Computer Program at the U.S. Army Communication and Electronics Command.

Ms. Jackson holds a bachelor’s degree in industrial engineering from the University of Alabama, Tuscaloosa; a master of science degree in management from Florida Institute of Technology, and a master’s degree in science and technology commercialization from the University of Texas, Austin. She is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society Program; the OPM Senior Executive Service Federal Candidate Development Program; Army Senior Service College/Army War College Fellowship, Center for Professional Development; and DoD’s Advanced Program Manager's Course (Level III PM certification).

Ms. Jackson assumed her current position, Associate Chief Information Officer, Technology Planning, Architecture, and E-Government, Department of Agriculture in June 2010.
