RSA MIS - The Management Information System (MIS) of the Rehabilitation Services Administration (RSA)
The Management Information System (MIS) for the Rehabilitation Services Administration (RSA), U.S. Department of Education (ED) is accessible to Federal agency staff, RSA grantees, and other interested parties. The MIS has been operational for several years and has been housed on the Department's website for almost a year. At this point most but not all grantees are using the system to directly input required reporting data for the various formula and discretionary grant programs administered by RSA. Data not input into the MIS by grantees must be entered by RSA staff. RSA staff approves and eventually publishes data entered by grantees, once it has been reviewed and verified.
We strongly encourage you to input into the RSA MIS all of the forms you must submit to us. There are several benefits for you: (1) hard copy submittals are no longer required; and (2) programmed edit checks (i.e., pop-up error messages) help verify the accuracy of the data entered. Once the forms pass the edit checks, they will, in all probability, be approved by RSA staff. Having access to RSA's MIS also allows you to view RSA monitoring reports, Standards & Indicators, and output reports specific to each RSA program. The databases prepared from the various forms also can be downloaded for your own analyses.
The MIS has been subjected to and has passed the Section 508 compliance accessibility testing by ED. In addition, the MIS has been tested for access via Internet Explorer and Netscape. Other browsers will probably work, but have not been tested. Nevertheless, your patience is requested should problems arise. RSA report managers will monitor collected data and, when appropriate, "publish" standard reports for each of the data collections. All users with MIS access will be able to view, print, and download all published reports. Additionally, those with appropriate access will be able to download data collection databases for their own analysis, beyond that represented in the standard reports.

Eventually, all RSA data collections will be part of the MIS. The only exception is the RSA-911 Case Service Report, which, due to its size and the confidentiality of the data, will continue to be submitted separately. However, RSA-911 data is used to compute Title I Evaluation Standards and Performance Indicators and are found on the ED/RSA website at http://www.ed.gov/about/offices/list/osers/rsa/research.html. These tables are available for download as an MS-Excel spreadsheet. We hope the monitoring tables will prove useful even though the MIS still protects confidential data.
OBTAINING MIS ACCESS
RSA has opened read-only access to the public for all published data. No user ID is needed to read data which has been published. Others with professional or academic interest in other the RSA collected data may also gain access to enter data or read unpublished data by completing a Request Access form.
RSA has developed procedures and mechanisms for establishing and providing user IDs and passwords to new MIS users. You will need approval from the grantee's "Authorizing Official" in order to enter data or read unpublished data. The grantee's "Authorizing Official" (for example, it is the State VR Agency Director for the Title I program) should complete and submit information on the "Request MIS Access" screens for each individual in the agency for which access is required/desired, stipulating the extent of the access.
The process of obtaining access consists of the following steps.
- For each user requesting access, fill out an on-line "Request MIS Access" form with the name, e-mail address, telephone, and type of access required.
- The system will generate an Access Request form which may be printed from your browser.
- Print the Request MIS Access form and obtain a signature from an "Authorizing Official".
