The energy industry is capital intensive, and BPA's success in delivering public benefits hinges on sufficient access to capital to maintain and enhance the power and transmission systems; invest in energy efficiency; and fulfill fish and wildlife mitigation obligations. To aid in its access to capital, BPA will offer an electricity prepayment program with the funds targeting Power Services' federal hydroelectric investments.
