SUMMARY: PHMSA is seeking comment on its intent to clarify its fireworks approvals policy whereby the Office of Hazardous Materials Safety (OHMS), Approvals and Permits Division will
only accept fireworks approvals applications from manufacturers and grant approvals only to manufacturers of fireworks devices.
