USAID's Open Call to Diaspora Orgs

Deadline for Concept Paper Submissions is October 31, 2012

USAID seeks to increase its development impact by partnering with the private sector. Diaspora organizations have an opportunity to be part of this future. These organizations have a chance to build working relationships with USAID by submitting a proposal under the guidelines set forth in the Global Development Alliance Annual Program Statement (GDA APS)’s Diaspora Engagement Addendum.

By working in partnership with diaspora communities through the GDA model, USAID hopes that the resulting alliances will cut across numerous sectors and regions with the aim of promoting diaspora engagement consistent with our Diaspora Networks Alliance (DNA) framework. The DNA framework  focuses on creative mechanisms through which diaspora communities can contribute to growth in their countries of origin or heritage in these six strategic engagement mechanisms:

  • Diaspora philanthropy
  • Diaspora volunteer corps
  • Diaspora direct investment
  • Diaspora capital markets
  • Diaspora tourism and nostalgic trade
  • Diaspora advocacy and diplomacy

This year’s concept paper submission deadline is October 31, 2012 The Agency expects all potential alliance partners to bring significant new resources, ideas, technologies, and/or partners to development activities. Successful proposals will provide at least 1:1 resource leveraging from the private sector, via cash and/or in-kind contributions to the alliance.

There are three main steps to the application process:

  1. Consult with the mission or bureau/technical office’s point of contact regarding alliance idea;
  2. Submit a concept paper (see submission guidelines in 2012 GDA APS) to mission or bureau/technical office for review and approval with an email copy to gda@usaid.gov; and
  3. If requested by the mission or bureau/technical office, submit a full application.
