Secretary Mineta Announces Appointment of Hoemann as FMCSA's Chief Counsel

U.S. Transportation Secretary Norman Y. Mineta today announced the appointment of Warren E. Hoemann (pronounced "Hay-man") as Chief Counsel of the Federal Motor Carrier Safety Administration (FMCSA). Hoemann will assume his duties on Monday, March 17.

In addition, Hoemann will serve as chief deputy to Acting FMCSA Administrator Annette M. Sandberg. President Bush on Feb. 28 announced his intent to nominate Sandberg as FMCSA Administrator.

"Warren brings an effective blend of trucking industry experience and history of a strong relationship with law enforcement to the department," said Secretary Mineta. "His knowledge and abilities will help improve safety and meet our goal to reduce truck-related traffic fatalities."

Hoemann was Vice President of the California Trucking Association (CTA). He oversaw several departments at CTA including accounting, safety, seminars and training, public affairs and highway policy. CTA represents 2,500 member companies in the trucking industry and its affiliated suppliers before the California legislature and state agencies.

A 28-year veteran of the trucking industry, Hoemann came to CTA in 1997 from Yellow Corporation, Overland Park, KS, the parent of Yellow Freight System and one of the nation's largest motor carriers, with revenues of over $3 billion. In his 11 years at Yellow, Hoemann served as Vice President for Government Relations, handling the company's political and legislative affairs in all 50 states, the District of Columbia and Congress.

Hoemann was the trucking industry's point person to the California Highway Patrol and worked closely to better align the industry's motor carrier safety audits and vehicle inspections. Most recently, he sat on California's Safe Delivery of Fuels Task Force and was the industry contact for government contract researchers on anti-terrorism.

Hoemann was General Counsel for the Western Highway Institute, a non-profit trucking industry research organization then located in San Bruno, CA, from 1978-1986. He began his trucking career in Denver as a private attorney representing motor carriers.

Hoemann has a law degree from the University of Colorado School of Law and was a Phi Beta Kappa graduate of St. Olaf College in Minnesota. He has also studied international law at Cambridge University in England and has lectured at the university level on trucking issues.

Hoemann, his wife and two children reside in El Dorado Hills, CA.
