Dear Summer Flounder Dealer, and Commercial Vessel Permit Holder:
This letter is to inform you that the summer flounder (fluke) commercial quota available to the State of New Jersey and the Commonwealth of Massachusetts has been harvested.
Effective October 3, 1996, fishing vessels issued a Federal moratorium permit for the summer flounder fishery may no longer land summer flounder in New Jersey for the remainder of the 1996 calendar year. Additionally, dealers issued Federal dealer permits for summer flounder are advised that they may not purchase summer flounder from Federally permitted vessels that land in New Jersey for the remainder of the calendar year.
This letter also serves to inform you that, effective October 2, 1996 vessels issued a Federal moratorium permit may no longer land summer flounder in Massachusetts, and dealers issued a Federal dealer permit may no longer purchase summer flounder from Federally permitted vessels landing in the Commonwealth of Massachusetts. Effective August 10, 1996, the Commonwealth was closed to landings of summer flounder after it was determined that the available commercial quota had been harvested. This closure supplements that implemented by the Commonwealth.
Summer flounder regulations provide that Federal permit holders
agree as a condition of the permit not to land summer flounder in
any state that has been determined to no longer have commercial
quota available. Thus, as New Jersey and Massachusetts no longer
have quota available, further landings in those states by
Federally permitted vessels is prohibited for the remainder of
the 1996 calendar year.
