Shipping-Out a vehicle from the Republic of Korea (ROK)

These step-by-step vehicle deregistration and shipping-out instructions may vary depending on the customers personal convenience/preferences during their PCS. 

Deregistering a vehicle for shipping it out of the ROK:

Step 1.  Coordinate/schedule to have the vehicle shipped out of country

  • Coordinate/schedule to have the vehicle shipped out of country at the Transportation Office (One-Stop, 2nd floor, Bldg 544, 753-8557), or contact the Vehicle Processing Center (VPC) located on Camp Kim to schedule an appointment (723-8912/8916).  
  • NOTE: The Pyongtaek City Department of Motor Vehicles (DMV) requires confirmation that the vehicle is scheduled for and approved for export before they accept applications to deregister a SOFA POV. 
  • Although not a required step, personnel who anticipate they may have outstanding ROK traffic fines (tickets) can make an inquiry about their traffic ticket status at the USAG Humphreys DBIDS and Vehicle Registration Office and coordinate to have them cleared/paid (Bldg 544, Monday thru Friday, 0800~1700, closed on U.S, Korean, and USFK Training Holidays).
  • NOTE: SOFA POV owners having delinquent traffic citations (Tickets) will have the subject delinquency noted in the remarks section of their DBIDS record.  The DMV will not process requests for deregistration until traffic fines are settled.  

Step 2.  Gather the documents required for deregistration and obtain ROK Temporary License plates and Registration Form

  • Proof of insurance (insured’s name must match registered owner (unless Power of Attorney is used).  Insurance company must be from the ROK (e.g. AIG, LIG) or USAA.  Ensure Vehicle Identification Number (VIN) on the insurance documents is true and annotated correctly.  
  • Valid USFK 134EK Drivers License (orange DL card) or ROK Drivers License for Invited Contractors.  NOTE: Drivers License must be valid for the period the vehicle is to be operated under temporary registration (10 days from the day of issue).  
  • POV export confirmation document issued from transportation or the VPC. Normally, this is an email from Camp Kim VPC confirming the vehicle is scheduled for shipping- out.  
  • Initial import/customs shipping documents (DMV maintained the original at the time of registration, customer was provided a copy). 
  • Valid DOD Identification (CAC, Military ID). 
  • Military Orders (Active Duty); Letter of Employment (DOD Civilians); Letter of accreditation and current 700-19 (Contractors).
  • USFK Form 207 (USFK DBIDS Vehicle Registration).
  • The ROK (Pyongtaek) Vehicle Registration Form.
  • USFK Form 32EK-E (Application for Cancellation of USFK POV Registration).        32EK-E may be obtained from the DBIDS & Vehicle Registration Office     located in Building 544; or the Pyeongtaek Vehicle Registration Office (DMV).  Bldg 544 hours of operation are Mon-Fri 0800-1700. Pyeongtaek DMV hours of operation are 0900-1800, Mon-Fri.  
  • Permit For Temporary Plates; this is a ROK Form that may be obtained from the DBIDS & Vehicle Registration Office, Bldg 544, or Pyeongtaek DMV.
  • NOTE: Both deregistration, and applying for temporary plates must be completed at the same time (Cost; 2,900 WON, DMV accepts only WON) 

Step 3.  Take all documents to the Pyeongtaek DMV to receive ROK Temporary License Plates and Registration Form

  • The DMV will process USFK Form 32EK-E (Application for Cancellation of USFK POV Registration) for deregistration of the vehicle.  Maintain a copy of the completed 32EK-E as confirmation of deregistration.  The cancelled USFK registration form is required to out-process the DBIDS Office. 
  • Submit Permit for Temporary Plates (ROK document) to obtain Temporary License Plates. 
  • Same as permanent steel license plates, ROK Temporary License Plates (Wooden type) must be permanently mounted to the vehicle front and back.

Step 4.  Take the vehicle to Cp Kim, located adjacent to USAG Yongsan for processing/turn-in.

  • Ensure the ROK Temporary License Plates are removed before turning over the vehicle to VPC operators for shipping.
  • Obtain a receipt that the vehicle is processed for shipping out of country.
  • ROK fines range from 50,000₩ to 1,000,000₩ if the vehicle is not turned in at Camp Kim for shipping before temp plates expire (10 days).

Step 5.  Return the ROK Temporary License Plates and clear the DBIDS Office at USAG Humphreys.

  • After vehicle is turned over to the VPC for shipping, return the Temporary License Plates to the DMV in Pyongtaek or to Bldg 544 One-Stop.
  • If returning to USAG Humphreys after vehicle turn-in is not possible because of PCS flight schedules; please coordinate with the Pyongtaek DMV or DBIDS/Vehicle Registration personnel prior to departing USAG Humphreys in order to determine an alternate course of action for returning the ROK Temporary License Plates and Temporary Registration Form.   
  • Turning in the ROK Temporary License Plates can be conducted at the time of out processing the DBIDS/Pass & ID Office. The DBIDS Office will cancel USFK Form 207 (USFK Registration) at the time of out-processing.   
  • NOTE: The USAG Humphreys DBIDS/Vehicle Registration Office maintains CANCELLED USFK Registration documents for two (2) years after PCS.
