Congress established the Small Business Innovation Research (SBIR) Program in 1982 and the Small Business Technology Transfer (STTR) Program in 1992 to provide qualifying small businesses with opportunities to participate in government-sponsored research and development (R&D).

The overarching goals of the SBIR and STTR programs are: (1) stimulate technological innovation, (2) increase small business participation in federal R&D, (3) increase private sector commercialization of technology developed through federal R&D, and (4) foster and encourage participation in federal R&D by businesses that are owned by women and socially and economically disadvantaged individuals. The STTR Program has the additional requirement that small companies must partner with an academic or other qualifying non-profit research institutions to work collaboratively to develop and transition emerging technical ideas from the laboratory to the marketplace.
