Evaluation of the ARRA COBRA Premium Subsidy

To understand how the ARRA subsidies changed individuals' COBRA utilization through stratified random sampling, producing nationally representative information about all potential COBRA recipients.

Evaluation of the Unemployment Compensation Provisions of ARRA

To provide evidence of the role and effects of the Unemployment Compensation provisions under ARRA in assisting unemployed workers and the challenges States faced in implementing those provisions. Reports will be issued on Unemployment Insurance modernization, Emergency Benefits, and Unemployment Compensation Claimant Impacts.

WRAAK: Workers' Rights — Access, Assertion, and Knowledge (OSHA/WHD)

Workers' Rights — Access, Assertion, and Knowledge (WRAAK), or "voice" in the workplace, is a key outcome goal for the Secretary of Labor, and part of her vision of good jobs for everyone.� DOL's working definition for WRAAK in the workplace is the "workers' ability to access information on their rights in the workplace, their understanding of those rights, and their ability to exercise these rights without fear of recrimination."� The purpose of this evaluation is to gauge the current level of WRAAK in the workplace and the factors affecting WRAAK, specifically relating to the laws administered and enforced by DOL's Occupational Safety and Health Administration (OSHA) and Wage and Hour Division (WHD).

To gauge the current level of Workers' Rights — Access, Assertion, and Knowledge (WRAAK), or "voice" in the workplace, and the factors affecting WRAAK, specifically as it relates to the laws administered and enforced by the Department of Labor's Mining Safety and Health Administration (MSHA).� DOL's working definition of WRAAK in the workplace is the "worker's ability to access information on their rights in the workplace, their understanding of those rights, and their ability to exercise those rights without fear of recrimination."�

Administrative Data Research and Analysis Project

To analyze administrative data sets from various agencies within the Department of Labor (DOL) on topics of interest to all parts of the Department, �expanding upon the existing library of datasets that house case file data primarily from the Department's worker protection agencies such as the Occupational Safety and Health Administration, the Wage and Hour Division, the Mine Safety and Health Administration, the Office of Federal Contract Compliance Programs, and the Employee Benefits Security Administration, but also from other agencies within the Department with longitudinal administrative datasets.�

Evaluating the Modes of Delivery for Mine Inspector Training and Standardized Testing Protocols

To apply technology to current Mine Safety and Health Administration (MSHA) training methods using contemporary communications technologies, distance learning, and other training approaches to improve consistency in enforcement activities and enhance the knowledge and skills of MSHA mine inspectors requiring mandatory periodic retraining.�

To test the impact of the Occupational Safety and Health Administration's Onsite Consultation program on future injury/illness rates and compliance.

To test the impact of High Rate Letters (HRL) and inspections on injury/illness rates and compliance for establishments on the Primary and Secondary Lists of the Occupational Safety and Health Administration (OSHA) Site Specific Targeting Program (SST).�

To evaluate DOL's use of remedies under the Fair Labor Standards Act (FLSA) to examine the differential responses of employers to enforcement actions taken by DOL.�

DOL Scholars Program

The purpose of this project is to support the work of researchers from diverse disciplines who have demonstrated success in conducting high-quality research which is relevant to the Department's policy making. The research of these scholars will contribute to the Department's mission of fostering, promoting, and developing the well-being of wage earners, retirees, and job seekers.
