The Army Acquisition Executive and Acting Assistant Secretary of the Army for Acquisition, Logistics and Technology, Dean G. Popps, announced last week that the Army has established the Program Executive Office (PEO) Integration to support current and future acquisitions programs. This office supports the April 2009 Secretary of Defense intent to cancel Future Combat Systems (FCS) and restructure the program in accordance with guidance by the Defense Acquisition Executive to the Army outlined in the June 2009 Acquisition Decision Memorandum. PEO Integration will oversee several project and product management offices which focus on the Ground Combat Vehicle, the Network, and Brigade Combat Team (BCT) modernization. "It is important for the Army to establish a new PEO," said Mr. Popps. "We are moving forward with efforts to improve our ability to equip Brigade Combat Teams, and to modernize the Army consistent with the Army Force Generation (ARFORGEN) model. PEO Integration will enable better portfolio management." As part of the Army's transition to a new modernization strategy, this new PEO will enhance the Army's ability to develop and deliver improved Warfighter capabilities needed in current and future contingency operations, such as identifying threats from standoff positions; gathering and disseminating real-time intelligence, surveillance, and reconnaissance information down to the Soldier level; removing Soldiers from potential danger by using unmanned systems; and providing the BCT with a 40-kilometer precision-strike and all-weather capability. The Department of the Army announced today the extension of a division headquarters and a combat aviation brigade in Afghanistan, as well as the future deployment of a division headquarters with recent Operation Enduring Freedom (OEF) experience. These moves are part of an initiative to place units on a habitual rotation to take advantage of their knowledge of the complex environment to which they are returning and to increase deployment stability. The transfer of this unit from its scheduled deployment from Iraq to Afghanistan is based on recommendations by commanders on the ground in both Iraq and Afghanistan.

The Department of the Army announced today, Nov. 17, the re-stationing of 1-2 Attack Reconnaissance Battalion (ARB) and associated Aviation Intermediate Maintenance (AVIM) structure from the Republic of Korea to Fort Carson, Colo., in March 2009. This restationing will allow the Apache helicopter battalion to conduct necessary training and equipping prior to deployment in support of Operation Iraqi Freedom in the Fall of 2009. US Army aviation assets are critical to Coalition forces in Iraq and protect and support troops currently in contact with the enemy. The total number of equipment and military personnel associated with this realignment is 24 Apache helicopters and approximately 500 Soldiers.

The U.S. Army will highlight the care and range of support available to the serviceAca,!a,,cs wounded injured and ill Soldiers and their Families throughout the month of November and recognize the dedicated health care professionals who are part of Army medicine. November has been designated Warrior Care MonthAca,!A? by Secretary of Defense Robert F. Gates. The Army is committed to meeting the care and healing needs of Wounded Warriors and their Families. From the medic on the battlefield through the medical treatment facilities, to the Warrior Transition Units, to the Soldier and Family Assistance Center now open across the United States and Europe, the Army is offering programs and support for AmericaAca,!a,,cs recent veterans.

The U.S. Army announced Oct. 29 the selection of three technology development contracts for the Joint Light Tactical Vehicle (JLTV) family of vehicles. As the central component of the ArmyAca,!a,,cs and Marine CorpsAca,!a,,c tactical wheeled vehicle strategy, JLTV will provide balance of performance, payload, and protection with increased transportability and expeditionary mobility over current tactical vehicle systems.

In a signing ceremony Oct. 23 at the Pentagon, Secretary of the Army Pete Geren, Chief of Staff of the Army, Gen. George W. Casey, Jr., and Dr. Thomas R. Insel, director of the National Institute of Mental Health, signed a Memorandum of Agreement to conduct research to help the Army prevent suicides.

Today, Oct. 16, the Department of Defense notified the Congress and the contractor, Bell Helicopter, that it will not certify the U.S. Army Armed Reconnaissance Helicopter (ARH) program for continuation. As a result the Army Acquisition Executive Office for Aviation is directing that the programAca,!a,,cs contract be terminated completely for the convenience of the government.

The Department of the Army announced Sept. 24 the 4th Psychological Operations Group, 1st Psychological Operations Battalion (Bn), 3d Psychological Operations Bn, 5th Psychological Operations Bn, 6th Psychological Operations Bn, 8th Psychological Operations Bn and the 9th Psychological Operations Bn will convert to a modular design at Fort Bragg, North Carolina. These actions will result in an increase of 938 military and zero civilian authorizations at Fort Bragg, North Carolina. All stationing actions will be completed by March 16, 2010.

The commanding general of the United States Army Training and Doctrine Command, Gen. William S. Wallace, unveiled new Army doctrine today, Oct. 6, at the annual meeting of the Association of the United States Army in Washington. The new stability operations manual, Field Manual 3-07, puts stability operations into doctrine after it was recently introduced in FM 3-0, Operations, where its importance was elevated to the same level as offensive and defensive operations.

The U.S. Army recently established a Senior Energy Council to serve as a board of directors focusing on Army energy policy, programs and funding to leverage the ArmyAca,!a,,cs nationwide energy-conservation efforts. The secretary also announced five major energy projects as part of the councilAca,!a,,cs initial work. These projects are in addition to ongoing efforts like the solar projects at Fort Sam Houston, Texas, and Fort Carson, Colo.; large-scale energy-management programs at Fort Hood, Texas; ambitious recycling programs at Fort Bragg, N.C., new photo voltaic equipped housing at Fort Shafter, Hawaii; and high-tech energy conservation projects at Fort Lewis, Wash.
