    What is it' April is the "Month of the Military Child." Since it began in 1986, the Department of Defense (DOD) has teamed with various partners to recognize the sacrifices and applaud the courage of military children. More than 1.7 million American children under the age of 18 have at least one parent serving in the military. It is estimated the U.S. Army has more than 900,000 military children with one or both parents having deployed multiple times.

    When President Bush signed the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 into law on Oct. 14, 2008, the Military Construction authorization for the Pueblo Chemical Agent-Destruction Pilot Plant was increased. Authorization legislation sets policies and funding limits for government agencies and programs. This legislation raises the PCAPP MILCON authorization from $261 million, set in FY 2003, to $484 million, the amount requested by the Department of Defense. This action means that the U.S. Army Element, Assembled Chemical Weapons Alternatives program may now place under contract the full amount for the balance of PCAPP construction.

    Pueblo Chemical Agent-Destruction Pilot Plant workers have been testing and placing self-consolidating concrete, or SCC, that will be used in the walls of the Explosive Containment Room of the Enhanced Reconfiguration Building. SCC is unique because it contains chemicals that allow it to flow freely as it is being placed without the use of vibration, a technique used in regular concrete placement.

By summer, the construction of the PCAPP project is expected to be 30 percent complete. Vertical construction efforts are ongoing, with structural steel beams for the Agent Processing Building going up in the east end of the building since late September. Vertical construction of the Enhanced Reconfiguration Building is scheduled to begin in January. The structural steel beams will eventually form the shells of these two main processing buildings.

    Family members of the 'Dragon Brigade' 4th Brigade, 1st Infantry Division competed in the race to create a tighter bond among the spouses of the Family Readiness Group. The race also became the metaphoric victory implied in the age old saying, "anything is possible," for Tricia Verschage. Last summer, doctors removed a benign tumor from Verschage's leg and told her she would never run again. Verschage said her passion for running and determination would not allow her to accept their diagnosis. "They said I was never going to run again," she said. "So, I worked with my physical therapist, and I started running about a month ago." At the end of the two-mile St. Patrick's Day race, friends and Dragon Brigade Families were there to cheer her on as well as the others who participated.

Augustus Owens, deputy commander of CECOM Life Cycle Management Command (Forward), held a town hall meeting March 25 at the Edgewood Conference Center at Aberdeen Proving Ground. Employees slated to leave Fort Monmouth, N.J., as part of the 2005 Base Realignment and Closure law implementation attended the meeting via video teleconferencing from APG.
