Margaret Ponds serves as the Associate Chief Financial Officer for Budget and Performance at the United States Office of Personnel Management. Ms. Ponds leads the budget function and supports the performance management systems at OPM. Her responsibilities include development, execution and reporting of OPM’s appropriated, revolving and earned benefits trust funds with annual operating value of $3 billion.
Ms. Ponds has 20 years of experience improving financial management operations and performance through work in the public and private sectors. She joins OPM from the District of Columbia Office of the Chief Financial Officer where she served for seven years as the Budget Director for the Economic Development and Regulation Cluster. Ms. Ponds served as the principal advisor to the Associate CFO and to agency directors on appropriations law, budgetary, housing production trust fund and special purpose revenue matters. She effectively managed the formulation and execution of the local, federal and capital budgets of the 18 agencies that regulate commerce, promote housing, workforce and economic development for DC.
Prior to working for the District of Columbia Ms. Ponds held the position of principal consultant both at PricewaterhouseCoopers LLC and QED Consulting where she was a leader in the federal financial management and performance practice areas.
Ms. Ponds holds a Master of Science degree from the Heinz School of Policy and Management at Carnegie Mellon University and a Bachelor of Arts degree in American Government from the University of Virginia. She is Vice President of the Government Finance Officers Association of the Washington Metropolitan Area.
