Karen Jacobs

Kimberly A. Holden has dedicated 28 years to public service, with 22 years in human resources.  She was appointed to the Senior Executive Service (SES) in September 2006.  In April 2012, Kimberly was selected as the Deputy Associate Director for Recruitment and Hiring at the Office of Personnel Management (OPM).  In this capacity, she leads and directs the Federal government’s efforts to recruit and develop America’s “best and brightest” to meet the challenges of the 21st century government.  She manages the design, development, and promotion of the merit-based employment tools, policies, and programs that Federal agencies use to recruit, examine and hire high quality employees from diverse backgrounds.  Kimberly’s focus on classification, assessment, and recruitment policy will include the Pathways Programs, with student internships, recent graduates programs and the revitalized Presidential Management Fellows Program.

Prior to Kimberly’s assignment to OPM, she served for 17 years with the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA) in a variety of roles that included Human Resource Specialist, Deputy Director for Recruitment and Staffing, Director of Delegated Examining, FDA Human Resources Director, and the Director Office of Management Programs.  For the past 6 years, Kimberly served as the Assistant Commissioner for Management where she led an organization of over 350 administrative professionals responsible for all administrative and management functions for the agency to include management programs, ethics, executive resources, special pay and human capital programs, delegations of authority, personnel and physical security, COOP, facilities and real property, biosciences library, employee resource center, FDA History Office, Freedom of Information and dockets management. 

While at FDA Kimberly was responsible for successfully spearheading the FDA 2008/2009 Hiring Surge that resulted in the agency recruiting and hiring over 1,500 new staff to focus on the expanded food safety and medical product safety mission of FDA. 

Kimberly began her Federal career with the Department of Labor, Mine Safety and Health Administration (MSHA) as a Federal Junior Fellow in 1984.  She served 10 years at MSHA as a Human Resources Specialist.
 
Kimberly has a Bachelor’s Degree in Public Administration from the University of the District of Columbia. In her spare time she enjoys entertaining, cooking, and making jewelry.
