AUTHORIZATION: Section 22 of the 1974 Water Resources and Development Act (WRDA).

TYPE OF PROJECT:  Water Supply, Planning Assistance to States (PAS)

LOCATION: Franklin, Grundy, Marion, Sequatchie and Sumner Counties, Tenn.

 

CONGRESSIONAL INTEREST: DesJarlais (TN-04), Black (TN-06); Alexander (TN), Corker (TN)

 

NON-FEDERAL SPONSOR: Tennessee Department of Environment and Conservation (TDEC)

BACKGROUND: This project is as a pilot of regional planning.  The focus areas are Portland/North Central TN including the towns of Portland, Westmoreland, Gallatin, White House and Castilian Springs- Bethpage, and the Southern Cumberland Plateau Region including the towns of Tracy City, Monteagle, and Sewanee, and the utilities of Big Creek, Cagle- Fredonia, Griffith Creek, and Foster Falls.  A joint steering team including TDEC, the Corps of Engineers, and select members of TDEC’s Water Resources Technical Advisory Committee lead the project.  The steering team collaborated on the study direction, scope, and methodology.  The ultimate outcome of this study is a comparison of proposed alternatives, the designation of a preferred alternative, and an implementation strategy for the preferred alternative, for each focus area.  Regional water resources planning process guidelines have been developed for application in future studies throughout Tennessee. 

 

IMPORTANCE: Both areas experienced water shortages in the 2007 drought and only got by using emergency connections with other utilities.  Climate forecasts indicate that weather extremes such as the 2007 drought will be more frequent in the future.

 

STATUS:

·  Initial agreement signed Sept. 5, 2008

·  Agreement for Phase 2 signed May 11, 2009

·  Agreement for Phase 2A signed Nov. 13, 2009

·  Agreement for Phase 3 signed  June 22, 2010

·  Both South Cumberland and North Central reports completed in Dec.  2010

·  Draft guideline report under review
