Cellulosic biofuels include fuels derived from nonfood-based feedstocks like grasses, agricultural residues, and sawdust. Federal legislation provided yearly RFS volume requirements for each renewable fuel category. EPA updates volume requirements each year based on fuel availability. EPA reduced the cellulosic volume requirements because production levels are not sufficient for the requirement to be met.
