Reach 22 is located on the eastern, Cutter Lateral portion of the project. In order to begin construction of Reach 22, Reclamation must obtain certain approvals to conduct surveys of the property needed for the pipeline and to evaluate the impacts of the project construction on cultural and historic resources. Reclamation has worked directly with each entity that will be involved with pre-construction activities to emphasize the high priority of the project. Reclamation is providing assistance with the BLM's Environmental Assessment for design data collection in Reach 22.

COMPLETION SUMMARY: The process for Reach 22 involved 9 individual actions. Action was required from the following agencies: Reclamation, State of New Mexico Historic Preservation Office and the BLM. COMPLETED January 30, 2012.

Reclamation developed a construction schedule for the Navajo Gallup Water Supply Project which includes several "reaches" of pipeline construction. "Reach 12B" is located on the western, "San Juan Lateral" portion of the project. In order to award a construction contract and issue a notice to proceed for construction of Reach 12B, Reclamation must be granted permanent right of way and construction easements for all required property. Reclamation has worked with the Navajo Nation and Bureau of Indian Affairs (BIA) to obtain these documents on Navajo Nation Tribal Trust and Fee Lands. Reclamation has coordinated and built relationships with the Navajo Nation and BIA to emphasize the high priority nature of the project and to expedite both the Navajo Nation's approval for consent process and the BIA's right of way approval process. Reclamation is working with the Navajo Nation to develop an expedited approval process on the remaining construction reaches for the project.

"Reach 12a" is located on the western, "San Juan Lateral" portion of the project. Reclamation will post through the Federal Business Opportunities website the solicitation for the construction work. Reclamation will receive the offerors competitive proposals and thoroughly analyze the offerors proposals utilizing the Technical Proposal Evaluation Committee (TPEC) process. Reclamation will negotiate and award a contract for construction to the offeror that provides the best value to the federal government.

COMPLETION SUMMARY: The process for Reach 12A Solicitation/Procurement involved 4 individual actions. Action was required from the Reclamation Four Corners Construction Office (FCCO) and the Reclamation Contracting Officer. The process began with FCCO gathering and reviewing all the documents required for bidding. The Contracting Officer issued the solicitation for bid, received bids and awarded the contract for construction. COMPLETED April 16, 2012.
