Henderson, Inc. proposes to construct a 10.5 mile long, 10-foot-wide asphalt trail with 3 feet wide graded shoulders on each side. The purpose of the project is to provide a multi-use trail to provide safe, recreational, multi-modal travel opportunities ultimately linking the City of Richmond and the City of Williamsburg. The city has proposed to construct a regional, dual purpose water quality and flood control best management practice (BMP) called the Richneck Regional Water Quality Retrofit and Flood Control BMP Project. The purpose of the project is to reduce the Total Maximum Daily Load (TMDL) of nitrogen, phosphorus, and sediment loads; and to reduce property damage from repeated flood events within the Stoney Run watershed.

These changes include additional impacts to open water pond areas on the property. The applicant proposes to construct a mixed use development to include multi-family and single family housing developments along with roads and utility servitudes.
