Air Force to award over $300 million in roofing contracts

2/15/2013 - WRIGHT-PATTERSON AIR FORCE BASE, Ohio -- The Enterprise Sourcing Group (ESG) at Wright-Patterson Air Force Base is transforming the way the U.S. Air Force purchases its roofing repair and replacement needs. The ESG will move the Air Force to a regional contract model representing approximately $325 million in total roofing requirements over five years. This will represent a significant change in roofing acquisition for both the Air Force and roofing contractors.

As part of an ongoing effort to more efficiently procure roofing for the Air Force, the ESG is preparing to solicit five multiple award, regional indefinite delivery/indefinite quantity (IDIQ)-type contracts covering Air Force bases located in the contiguous U.S. This approach is a transformational shift from traditional base-specific contracts to a more strategic approach designed to address ongoing budget and manpower challenges. Preliminary roofing requirements will be released in a draft Request for Proposal (RFP) in mid-March 2013, with first contract awards expected in early 2014.

In conjunction with release of the Draft RFP, the ESG will be hosting a Pre-Proposal Conference at Wright-Patt to communicate the preliminary contract requirements and obtain input from interested roofing contractors. The event, tentatively scheduled for April 17, will provide prospective bidders a better understanding of Air Force needs as well as suggestions for creating winning proposals. Recognizing the budget constraints that many businesses may have, the Conference will also be conducted virtually over a web conferencing service. There will be no conference fee to participate. Proposed discussion topics for the event include:

· Overview of Strategic Sourcing
· Role of Small Business and Optimal Teaming Arrangements
· Overview of the Air Force Roofing Strategy & Objectives
· Review of the Draft RFP and Suggestions for Successful Proposals
