Frances Bush, Deputy Assistant Secretary for Operations, Community Planning and Development

Frances Bush is the Deputy Assistant Secretary for Operations in HUD's Office of Community Planning and Development (CPD). In this role, she is responsible for overseeing CPD's program and salaries and expense budgets and key organizational areas which provide support to CPD Headquarters and field staff to promote affordable housing and community development. In addition, she manages CPD's technical assistance and information technology programs and initiatives and provides management and oversight of CPD's 43 regional and field office divisions. CPD program and activity budgets represent an average annual portfolio of more than $7B annually.

Ms. Bush has worked in the fields of housing and community development most of her Federal career, having served as a manager in CPD's Office of Affordable Housing Programs and as the CPD Division Director in the District of Columbia Field Office from 2003 to 2011. Ms. Bush has extensive experience working with both CPD formula and competitive grantees and understands HUD's mission from both the headquarters and field perspective.

Ms. Bush received a Bachelor of Science degree in Community Planning and Development from the University of the District of Columbia, in Washington, D.C. and studied Public Financial Management at the American University in Washington, D.C. She has also completed certificate programs at Harvard University's John F. Kennedy School of Government, and the University of Maryland's School of Public Affairs.
